Experience and Activities 

I have been a senior leader and engineer with over 40 years of experience in two successful professional careers in the US military and in international business development, strategic planning, and nuclear project management. My business experience includes detailed knowledge of the nuclear fuel cycle including safe naval nuclear power plant operations, maintenance, and training.   

In a 27-year career in the United States Navy to the rank of Captain, I was Commanding Officer of three nuclear-powered submarines during new construction, attack submarine operations, and strategic ballistic missile deterrent patrols. While serving on the International Military Staff at NATO Headquarters in Brussels, Belgium I was part of its very first military cooperation program with Russia and the countries of the Former Soviet Union, focused on establishing a culture of civilian control, accountability, and safety of nuclear reactors and nuclear weapons then under military supervision.  

As a commercial business entrepreneur for over 20 years, I have been an integral partner in the startup and operation of multiple international companies in the fields of nuclear waste management, fissile material disposition, private equity investment in new technology innovation, and executive-level decision support in a political environment.

Major Projects  

Predicus LLC is a 15-year contracted consultant to the US Department of Energy, Argonne National Laboratory (ANL), and Pacific Northwest National Laboratory (PNNL) to develop an integrated nuclear waste management program strategy, using a consent-based siting process for a consolidated interim storage facility and/or a permanent deep geologic repository.
